Christmas 2008:
BBC One - Doctor Who - The Next Doctor

The first 2 minutes of the Christmas episode "The Next Doctor" aired in the Christmas In Need telethon on BBC One last night. Assuming this telethon is on the iPlayer like most of the BBC programming, then UK audiences can rewatch it until Friday. It is also online through http://www.bbc.co.uk/pudsey , but that feed is region locked so that only computers in the UK can see it. The site also gives a chance for audiences to pledge money. As far as I know, you can pledge money for the causes of Children In Need without any fear of being locked out by where you are in the world. If anyone does find a way to see the clip outside the UK, the site will gladly take your pledge. No, I cannot advocate the viewing of the clip through other means or direct people to the other means.

I can say - is this clip, or indeed anything from the Children In Need telethon, EVER going to be sold for overseas broadcast in its current form? I can see the logic behind locking out all the programming that you import from other countries, sell abroad, or have a prayer of selling abroad someday. But stuff that you are *never* going to sell - that is silly. In the case of a charity telethon, if people are able to view the content on the same website where they can pledge money, they are more likely to pledge money then if they get adventurous and find the content another way, and have to remember to go back to the site that shut them out in order to pledge money. While the quality was not great, one of the best things the BBC did in 2005 was let the Doctor Who scene with David Tennant and Billie Piper be available worldwide in that tiny grainy quality for a week so everybody could get a glimpse of the new guy.

Section B - The Public TV stations.

American Public TV http://www.aptonline.org has listed Doctor Who - The Christmas Invasion as a recommended title to air in the Christmas/holidays/New Year schedule. American Public TV is the syndicator of new Doctor Who to public TV stations, and it is always nice when they highlight the show. Go to Just For Stations section and read the November Newsletter (with new information for January 2009). Doctor Who is one of their top syndicated shows again, using logic that the PBS programmers who read this column will understand but which I don't quite get well enough to convey.

Public TV station programmers are meeting in Houston right now to look at new and existing American Public TV shows and make plans for 2009. If Series 3 (The Runaway Bride and the 2007 episodes) is offered to public TV stations, it will be at that time. If you want your station to consider adding Doctor Who to their lineup, or encourage them to keep Doctor Who on the lineup, you should get in touch with your station (mail, e-mail, very polite phone call - contact options will be on the station's website). Let them know what shows you watch on their lineup (obviously if that includes Doctor Who - hopefully you can name some other shows). Let them know if you pledge money. Let them know if you're one of the folks with DirecTV or Dish Network annoyed that their HD signals aren't in the local programming package yet. Whatever your relationship is to the station, let them know, and let them know that you appreciate when they air stuff like Doctor Who.

Series 1 is currently available to public TV stations in a package until February 28, 2009. Series 2 is currently available to public TV stations in a package until March 31, 2010. At this time, stations do not have access to Series 3 and 4.

4 Public TV stations currently have rights to air the classic Doctor Who run (1963-1989). Iowa Public TV is currently airing both New Who Series 2 and Colin Baker episodes. KBTC 28 Tacoma, WA is airing Tom Baker episodes while resting New Who Series 1. WHRO 15 Norfolk, VA is airing Tom Baker episodes but apparently does not have New Who Series rights. WCET 48 Cincinnati, OH is resting classic Who while repeating New Who Series 1 - Peter Davison would theoretically be next.

Four stations have used all their rights to the Series 1 package - WLVT 39 Allentown, PA, WJCT 7 Jacksonville, FL, WILL 12 Urbana, IL, and Iowa Public TV. Idaho Public TV is airing a 5th Cycle of Series 1. OETA Oklahoma has used half of their 4th and final cycle of Series 1. WMFE 24 Orlando, FL did not renew Doctor Who. Maryland Public TV is claiming that their rights have expired, though they can still air Series 1 two more times before February 28, and they are not ruling out buying future episodes. If any other stations have non-renewed, they have yet to tell us.

Remember: For the Series 1 and 2 packages, stations have bought the rights to cycle through the episodes 4 times. They are not required to do so. WMFE 24 Orlando, FL is not expected to use their 4th run of Series 1. Other stations may make the same choice for Series 1 as February 28, 2009 comes close. Unless a station admits what they are doing, I'm stuck keeping it here with the most hopeful scenario (the number of times they still *could* air the episodes).
